feat(native): add persistent mixed RPG business application

Add 14 native program components over the journaled SQL fixture: CL menu and dynamic dispatcher, OPM RPG weather/pricing, fixed-format ILE discount logic, seven SQL RPG programs, and a service program with binder source. The application runs in SOMEARA1 and preserves native source editing. Create-only installation, retained failure receipts, and a separate T1_ test namespace protect LM_ development objects.

Validation: 22 offline tests pass. All 52 live SQL checks and cleanup pass. All native objects compile on pub400. The native form passes 13 business checks and five screen values with the local Zelnet field-input fix. Six trigger creations are permission skips. Failed compiler and client attempts remain recorded.

The expanded application is not added to staging/production manifests. Full application restore and source-loss recovery remain separate gates. Zelnet v0.10.10 publication and its builder update are in progress.
