feat: environment libraries — LIB-targeted compile (CHGCURLIB in-job) + objects.env manifest ... f278390ab2

SOMEARA1 = CI scratch, SOMEARA2 = staging, SOMEARAB = prod (pre-provisioned;
pub400 denies CRTLIB, so the build asserts existence). Compiles run behind
CHGCURLIB $LIB in the same job via zelnet 0.10.1 multi-command cmd; test
reels default LIB=SOMEARA2 and CHGCURLIB before CALL. objects.env declares
the manifest the pipeline packages (SAVF) and promotes (CRTDUPOBJ).

Proved live: deploy.sh LIB=SOMEARA2 clean compile; test-1 reel PASS against
SOMEARA2.
