Add retained binjovi-bot-only branch and tag protections for the four Go operator image projects. Extend only the bounded read and legacy-collaborator cleanup RBAC that the Binjovi authority guard needs.

Tests: tests/binjovi.sh; Binjovi Kustomize render; full tests/check.sh.
