fix(zfs-exporter): reapply 64Mi->256Mi memory limit post-kernel-roll cf4f817cab

Reapplies 5398b53a. The original land got caught in a deploy-v2
rollback war: its convergence gate is cluster-global and read the
OpenBao STS as transiently 'Failed' while the kernel fleet-roll
rebooted that member's node - so the (correct) change was auto-
reverted, its revert also failed the gate, and the two automations
ping-ponged 41 commits until the cluster settled on the revert. The
fleet roll is complete and the cluster green, so this reapply should
converge cleanly. The imperative 256Mi bridge (DS patch + suspended
zfs-exporter kustomization) is dropped in the same breath: unsuspend
happens right after this lands. Gate/roll collision design fix tracked
separately (deploy takes the kernel-deploy mutex + scoped convergence).
