feat(pipelines): register libseanfarm-operator as PipelineProject CR e35c4472dc

Migrate libseanfarm-operator off the sean/pipelines projects/ overlay onto a
go-library-tag PipelineProject CR (the operator renders + SSA-adopts its sensors,
branch protections, provision Job, and build-script ConfigMap). No spec.deploy.pin:
a Go library is consumed at compile time, never deployed as a pinned artifact.

Pairs with the sean/pipelines overlay retirement; land seanfarm first so the
operator adopts the preserved sensors before the ApplicationSet drops the App.
