feat(pipelines): register rpg-{hello,demo,lemonade,munchers} as ibmi-rpg PipelineProject CRs ... cf751fdf3c

Migrate the 4 ibmi-rpg projects off the sean/pipelines projects/ overlays onto CRs
(the operator renders their ci/staging/deploy sensors + branch protections + provision
Jobs). Relocate the shared pub400-creds Secret here as a Flux-managed cluster singleton
(the operator renders per-project objects, not the shared creds).

REQUIRES pipelines-operator with the ibmi-rpg renderer deployed first (>= the release
containing feat/ibmi-rpg-renderer). Do NOT land before the operator pin is bumped.
