Add retained, repository-scoped Binjovi branch and tag protection for Zelnet. The authoritative trunk gate requires binjovi/ci; main and tags admit only the Binjovi bot.

This change is prepared for release only after the old Pipelines and platform protection owners are retired.

Verification: bash tests/binjovi-zelnet-prerequisites.sh, bash tests/binjovi.sh, and bash tests/check.sh.
