Add the isolated native IBM i RPG BuildKit worker, six OAuth agent identities, project webhooks, and uniform repository protections.

Use the rootless OCI worker with a 10 GiB zfs-nvme-128k cache. Keep the RPG execution path independent from Argo Workflows.

This PR supports the Binjovi native IBM i execution-lane PR. Validation must run through the Binjovi cluster pipeline.
