docs: laptop de-root + break-glass audit feasibility plan 3a5366d928

Design doc (not started) assessing removal of the laptop's kubectl
cluster-admin. Frames three root surfaces (kubectl system:masters cert /
git site-admin / node-root SSH), an honest ~4/10 near-term verdict
(audit-hygiene, not blast-radius, until on-disk admin + SSH key both
leave), a phased plan, break-glass audit+alerting design, and the
recurring-heal inventory as the go/no-go gate.
