Remove 35 retained operator declarations: 29 native callbacks and six Argo CD callbacks. Binjovi's approved service bindings now own their configuration and initial creation. Keep the exact-name legacy read grants so a returning old writer blocks effects. Keep hello-lib with its separate retirement and the four inactive Pipelines RPG hooks disabled.

Update source tests to reject competing active declarations after rebuild. Retain prerequisites were released in PR362.
