Create only sean/hetzner-node-image with a scoped Binjovi management grant. Use the existing native Forgejo bootstrap pattern in a separate Job; do not rerun the global repository bootstrap. Verify existing identity, fail closed on lookup errors, and preserve existing refs. Tests: red-green mocked API cases, Kustomize render, diff check. No worker or storage-service changes.
