The Hetzner native Build passes, but Forgejo rejects its CI status because the signed integration has no repository binding. Add only this repository to the explicit allowlist. Move the immutable bootstrap Job to v24 so Flux applies the change.

Validation: the existing integration contract failed without the repository binding and passes with it. The complete Binjovi platform contract passes.
