Add exact read access to Hermes legacy resource names and its Argo CD application. Add the SOPS-encrypted private repository reader credential for the admission and release agents. It can read only sean/hermes.

Validation: Hermes policy and backup guard tests pass; the source renders. Companion: sean/binjovi feat/hermes-private-source.
