chore(scripts): delete 17 dead per-tenant debug scripts + build-pipeline-base ... 934499157a

All reference namespaces/APIs gone since the platform collapse and
renames (cnpg-alice/bob, vault-alice/bob, minio-alice, VaultPolicy, bob
root-CA); verified by marker scan — three flagged-but-clean scripts kept.
build-pipeline-base is rendered by no Flux Kustomization (ArgoCD's
infra/build-pipeline superseded it). zelnet why.sh now queries the bare
workflows ns. Found by the alice-residue audit.

This pull request has changes conflicting with the target branch.
