Remove retired host binfmt registration and old AMD64 CNPG manifests. Add a bounded one-time cleanup that verifies the healthy ARM cluster and backup before deleting exact old Kubernetes, ZFS, and S3 state. Full 116-guard suite passes; server-side manifest dry-run passes.
