The management grant Job uses an amd64-only image, so every ARM64 attempt ends with exec format error. This change uses the ARM64-proven pipeline tools image and creates a new Job generation. It restores the initial ExMCP operator grant so Binjovi can create and verify the normal repository protections.

Validation: bash tests/binjovi-collaborator-bootstrap.sh; bash tests/binjovi.sh; kustomize build kubernetes/flux/infrastructure/forgejo-users
