feat(codeberg): a deliberate, checked teardown of the Codeberg push mirrors ... 9c40a17651

Binjovi declares and creates push mirrors and, by design, never deletes one.
Retiring the 43 Codeberg push mirrors on the cluster Forgejo is therefore a
human act, and this script is it: a dry run by default that lists every
mirror it would delete, and refuses to delete anything unless the chain
already carries each repository -- a push mirror to code.packet.town that
reports no error, and the repository present on code.kri.pt. YES=1 deletes.
The Codeberg repositories themselves are untouched; only the cluster's
mirror configuration goes.

The first dry run against the live cluster found 41 repositories ready and
two blocked: illumos-omnios, whose hop-1 push code.packet.town rejects for a
malformed author email in its imported history (a receive-side fsck the
copies must not apply to a faithful backup), and sourcerer, whose hop-1 push
hit a ref race. Both are fixed before the teardown runs.
