The ARM ZFS release failed with DENIED at build/zfs-userspace-arm64. Add only build/zfs-userspace-arm64, build/node-base-arm64 and build/node-bootc-arm64 to the existing publisher identity. No wildcard, delete permission, or storage change. The policy regression test fails before the change and passes after it.
