Disable inline GC again. Keep the retention rules in dry-run mode. A daily interval does not bound the time spent holding the lock. Update the storage contract and record the incident.

Validation: the updated guard fails with inline GC enabled and passes with it disabled, including all existing retention negative controls.

Inline GC started scanning build/binjovi at 20:12 UTC and held the shared image-store lock for more than ten minutes. Manifest reads timed out from BuildKit while the health endpoints returned 200. Two Binjovi release Builds failed. Disable inline GC again. Keep the retention rules in dry-run mode. A daily interval does not bound the time spent holding the lock. Update the storage contract and record the incident. Validation: the updated guard fails with inline GC enabled and passes with it disabled, including all existing retention negative controls.
