fix(node-bootc): bump hc-utils pin 0.0.9 -> 0.0.8 (Hetzner pulled 0.0.9) ... 673b44b572

The exact-version direct-RPM install pinned hc-utils-0.0.9, but Hetzner's
packages.hetzner.com/hcloud/rpm/ now offers only 0.0.7 + 0.0.8 (0.0.9 and up all
404). 0.0.8 is the current latest. The pkg-cache can't insulate — upstream is
gone and it was never cached. Third and last blocker of the node-bootc release
bake (after the PKG_CACHE-drop and AlmaLinux-rewrite fixes).
