Cluster validation: the new handoff guard failed on the old configuration, then passed with these changes. Registry render, branch-policy checks, and the 152-check strict Pipelines suite passed in the pinned Pipelines CI image. The existing every-guard contract reports missing cmp in that image; its separate fixture comparisons need a toolchain follow-up.

Prerequisites: Seanfarm #299, Binjovi #716, and binjovi-plans #62. Do not delete the provider-only records until the native proof is complete.

Move all four RPG projects to native Binjovi execution together. Disable the four Pipelines delivery policies. Keep provider-only records with external protection ownership until native release and deployment proofs pass; preserve all historical records and artifacts.
