Allow RustFS and OpenBao pods on the ARM canary while preserving four RustFS drives and five OpenBao peers. New OpenBao bootstraps register the common GCP launcher, whose checksum is the same on both architectures.

Preparation: all five live OpenBao peers have the launcher from PR #626. The ARM loader passed with the upstream binary checksum. An encrypted off-cluster Raft backup decrypts correctly. Existing plugin registration will be updated only after all peers have the launcher.

Validation: ARM placement guard failed before the tolerations and passes after; helper and guard coverage checks pass.
