Retires the Hermes project from the delivery catalog.

Removes the hermes project entry and the seanfarm hermes-prerequisites
policy group.

This must merge before the seanfarm change. The policy group names
tests/hermes-contract.sh and tests/hermes-backup-guard.sh as build
checks and hermes-prerequisites as a Kustomization. The seanfarm change
deletes all three, and a build check that names a missing file fails the
build.

Hermes is being removed from the platform. This drops its catalog entry
and the seanfarm hermes-prerequisites policy group.

The policy group named tests/hermes-contract.sh and
tests/hermes-backup-guard.sh as build checks and hermes-prerequisites as
a Kustomization. The seanfarm change deletes all three, so this must
merge first: a build check that names a missing file fails the build.
